Values in QA60 quality band.

I am working with the QA60 quality band. In this, the pixels have 3 possible values: 0, 1024, and 2048. Does anyone know how these values are interpreted?

It is said that, 1024 = opaque clouds, and 2048 = cirrus clouds. So, the good pixels would be those with the value 0.
I'm right?
