Position Summary

The  Technical Support Services (TSS) Activity  helps USAID/South Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID’s largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

The Senior Data Analyst provides data analytic support using R programming language for TSS activities implemented by Panagora South Africa.

This is a short-term position based in Pretoria, South Africa or remote.

Primary Responsibilities

The Senior Data Analyst will support one or more of the following tasks, core activities and deliverables as listed below and as assigned by their POC based on TSS’ quarterly work plans with USAID:

  • Provide advanced data analytics support with a focus on using R programming language for TSS activities implemented by Panagora South Africa.
  • Support the mining of large and complex datasets to identify trends and/or anomalies that can explain project performance and develop innovative visualization products that support Panagora South Africa, the USAID Health Office, and/or its implementing partners to demonstrate results.
  • Support with the preliminary review of datasets for integrity as necessary and transforming data sets.
  • Conduct advanced and complex analytics, summarising and presenting findings and recommendations, and training and mentoring stakeholders where needed in data analytics and use.
  • Conceptualize comprehensive responses to data requests from a variety of stakeholders through the design and development of metrics, the comprehensive interpretation of the analytics drawing causal inferences, and generating and providing recommendations.
  • Support with the development of guidelines and best practices related to data science and analytics.
  • Support in the development of data analytics and use of capacity-building curriculum for key stakeholders.
  • Support with coordination of data analytics as per contractual requirements and client needs.
  • Other tasks as assigned.

Requirements

  • Master’s degree in biostatistics, public health, epidemiology, statistics, mathematics, or related; and 4 years of experience, or equivalent bachelor’s degree with 6 years of experience.
  • 5+ years of experience in R and/or Python required.
  • Experience in data analytic programs such as Stata, and/or SPSS are advantageous.
  • Experience with Tableau is advantageous.
  • Experience with USAID and/or PEPFAR programs and indicators and general knowledge of the issues concerning HIV and tuberculosis in Southern Africa.
  • Experience working with unstructured data.
  • Strong mathematics and critical thinking skills are necessary.
  • Excellent verbal and written English language skills, fluency in Portuguese advantageous.
  • Proven capacity to take initiative and willingness to learn new skills as needed.
  • Strong work ethic and the ability to work well independently and as part of a team.
  • Experience in Health Information Systems is advantageous.
