I just reviewed some of the videos with congestion_exit_rating = heavy_delay in the training dataset but I can't really see a delay in the exit lane. In most of those videos there are a lot of cars in the roundabout but there is not really a delay in the exit lane. The only reasons for delays in the exit lane that come to my mind would be if there were pedestrians using the crosswalk or a congestion in the exit lane itself and that's not the case for the clips I reviewed

Is it possibly because it is not the status now but after the delay that is described in how the data is expected to be processed for predictions?
"You will be provided with four streams of video data, labelled with the congestion rating for the entrance and exit timestamps, and your model should predict traffic congestion 15 minutes into the future" . From here, it could be that the video data was taken before the outcome.
Yea my thoughts too, the question really is whether the labels for training are for the current timestamp or for that future time period.

The congestion rating is the rating for that specific minute.
If the minute is 06:00:00 and the entrance rating is heavy flow. Then it is heavy flow at 06:00:00.
