Rather than trying to figure out the grey area of what's permitted, possibly you could try whatever is necessary to do hyper-parameter tuning and just define your model with the found/optimal parmeters afterwards. Usually your solution submission with the parameters that reproduce your score is all that's required from the sponsors.
