Regarding these rules:

1. Only open-source LLMs are allowed, e.g. BERT, LLama-2, Mistral-7B, Phi-2.
2. The trained LLM should be able to run locally.

Does loading open source models from hugging face serve as local models, or we have to have these models literally in our local machines?
