Train.csv Corrupted Data

Hi, I noticed that in the train.csv file there are many rows with missing text but with location or missing text and location. Is this on purpose? Should I just filter this data out?
Also Train_1.csv tweet #4 is missing some of the locations mentioned in the tweet. Should locations in #Hashtags be considered?
