Is it allowed to use External Datasets to improve the performance of models ?

Hi you all, i just found a dataset of a competition from kaggle ,and i was wondering if it's within the regulation of this competition to use this dataset.

External data is not allowed.

Does this not introduce an ambiguity?

You can use a pretrained model, e.g. RESNET or even a model that was trained on that kaggle competition's data, but you can not use the data itself?

Perhaps, just to confirm, you can not use external data but you are allowed to use the weights from a pretrained model?
