It was stated that "An active user is one that enters a competition, makes a submission, or engages through the discussion forums". I just want to clarify. Does it mean an active user does the first and any of the last 2?

An active user is someone who does at least one of those things - enters a competition, makes a submission, starts a discussion or comments on a discussion.
