I am not ranked based on my best sub

Can any one explain me how do the ranking is made
Because when the competition was closed, I was ranked 10th on private LB with the sub:

- 4 hours before the close
Public : 1.040577293
Private : 1.23755803

But on the leaderboard, I am ranked with a 11 days older sub.
Is this the final ranking ?
I noticed it with this competition and Telangana. I think by default, they show the ranking based on best private sub and afterwards they update based on your 2 choices. If you didn't make any choice, they will choose based on your public leaderboard
I didn't make any choice, and the choice they made is not my best sub on public LB neither, it's kinda random and really weird
