Are the target labels expected to contain errors? I found an image with ID "IDtWBNxeioDGjwvP." According to the CSV data, it should have 8 boilers and 0 panels, but after inspecting the image, I believe it only has 3 boilers and 7 panels. Could we get clarification on such cases?
No, the image you mentioned indeed contains 8 boilers

That might not be an example, but there are indeed wrong target labels. One image, for instance, has a whole bunch of solar panels but none of them is labeled.
That's true. It would be nice if @zindi could respond, as I would like to know if we are allowed to relabel/annotate the data.
